The electro-technical laboratory (ETL) of the Electricity Quality Commercial Accounting Department was created in RUE Belenergosetprojekt in 2013. It was accredited for the compliance with STB ISO/IEC 17025-2007 (certificate of accreditation BY/112 02.2.0.4482 from 18 April 2014).
As for the measuring methods, having passed the metrological expertize in BelGIM (Belarus), ETL performs electromagnetic environment investigation at the electric stations and substations of the voltage level 35-750 kV. Those include the following accredited measurements:
- The resistance of the grounding devices.
- The specific soil resistance.
- The impulse distortions voltage in the secondary circuits, performed by the electromagnetic irradiation during the commutations and short circuits.
- The impulse distortions voltage in the secondary circuits, performed by the potential increase in the grounding device during the short circuit.
- The voltage of the commercial frequency, influencing the cable isolation of the secondary commutation circuits, provided by the short circuits.
ETL also measures:
- Electric and magnetic fields’ voltage of the commercial frequency.
- The induced voltage levels at the power lines.
Apart from those, ETL performs the vertical electromagnetic ground sounding, the results of which are crucial for the parameters choice of the grounding devices at the electrical substations, electric power lines, etc.
As soon as ETL is accredited to provide services such as electricity quality control and analysis and measuring performance values, RUE Belenergosetprojekt shall offer “turnkey” design decisions – from the problem detection to the improvement implementation – of the problems connected with undue quality of electricity
